A team led by an Industrial Engineer who has managed this work for over ten years.

John E. Zuluaga is an Industrial Engineer with over 10 years managing infrastructure, energy and construction projects for public and private clients in Colombia. He applies industrial engineering to construction: control of processes, costs, schedules and quality.

Today he coordinates projects at a municipal public entity in Tuluá, with a portfolio of 50 contracts and 43 contractors.

To serve international clients end to end, John works with a trusted network of allied architects, real estate attorneys and insurance brokers. You get one single point of contact for the whole process.

FAQ

Common questions from foreign buyers.

Why do I need independent oversight if I pay cash?

When a bank finances a purchase, it also checks the technical side. When you pay cash, nobody does this for you. Independent oversight fills that gap, and it works only for you, not for the seller or the builder.

How much does construction oversight cost in Colombia?

There is no single price. The fee depends on the size and duration of the project, how many site visits it needs and how much coordination is involved. We quote it in writing after reviewing your documents, before any work starts.

Can you inspect a property before I buy it?

Yes. That is the best moment for an inspection, before you sign a promise of sale or make a payment. You receive a written report with photos, sorted by priority, that you can use to decide, to negotiate or to walk away.

Can you review a construction budget?

Yes. We review the quantities against the drawings, the unit prices (APU) against their components, the indirect costs, the contingency and the payment schedule, and we give you a list of observations and questions for the contractor.

Can you monitor my project if I live outside Colombia?

Yes. The work is organised so you can follow it remotely: site visits, photo and video documentation, written reports and budget-versus-actual reports in COP, USD and EUR.

Do you work for the builder or for the property owner?

For the property owner. The service is independent of the builder, the developer and the seller.

Can you inspect rural properties or fincas?

Yes, within our service area in the Valle del Cauca. On a finca we also look at access, water supply, waste water, electrical supply and the condition of every building on the property.

What is an owner’s representative?

A technical and administrative professional who acts on behalf of the owner during a purchase or a build. The role is to check that what is built, paid and reported matches what was agreed, and to give the owner a clear independent picture. It is not legal representation.

What is property due diligence in Colombia?

It is the structured verification of a property before you buy it: technical condition, permitted use and permits, and the legal situation of the title. The technical and zoning checks are done by engineering professionals, and the title study by a licensed real estate attorney.

Can you help verify construction progress before payments?

Yes. Before each payment we compare the request with the work that is actually in place and the schedule, and we send you a short technical note so you can approve the payment with facts.

Do I need to travel to Colombia during construction?

Travel is not needed to follow the work. Your attorney can tell you whether any legal step, such as signing a deed, requires your presence or can be done through a representative.

Are you a real estate agent or broker?

No. We are an engineering-led service: oversight, cost control, due diligence and design. We can help you search for a property as part of our full-service offering, but we are not a real estate brokerage and we do not promise investment returns.
